Russia's digital ruble delayed until 2027: What's behind the shift and what does it mean?

Russia is facing a postponement of the planned introduction of the central bank's digital currency, the digital ruble. The pilot project was originally scheduled to launch as early as July 1, 2025, but earlier this year the central bank announced an "indefinite" postponement without setting a new date. Now, new estimates are emerging that suggest the nationwide rollout of the digital ruble could take place as late as 2027.


What is behind the postponement?

According to Alexei Voylukov, MBA professor in digital finance at the Presidential Academy in Moscow, the main problem is the lack of motivation and incentives to convince citizens and companies to start actively using the digital currency. "For successful implementation, the central bank needs to offer clear benefits and incentives for adoption," says Voylukov.

Meanwhile, optimistic estimates suggest that ordinary Russians could start using the digital ruble as early as the second half of 2026. However, the expert considers this scenario less likely than nationwide implementation in 2027, which he considers more realistic.


Discrepancy between government statements and reality

While earlier statements from the Russian Finance Ministry claimed that the digital ruble is "almost ready" for mass launch as early as next year, the reality is more complex. Finance Minister Anton Siluanov recently stated that the digital currency will indeed be launched next year, emphasising its reliability and planned use in the banking sector by the end of 2025. Some 15 leading banks, including Sberbank and T-Bank, are already participating in the testing.

However, Central Bank Governor Elvira Nabiullina continues to advocate the use of the digital ruble, while the banking sector expresses serious doubts about its benefits and practical applicability.


Citizens' concerns and technical challenges

Russia's citizens also have their concerns. Many question why they should use the digital ruble when it does not bring obvious advantages over existing payment methods. Moreover, technology based on QR codes and digital wallets requires a stable internet connection, which is a problem especially in rural areas where internet access is not as widespread. According to data from 2023, approximately 88% of Russian households have access to the internet, but in rural areas this proportion may be significantly lower.


Inspiration from Beijing?

China's central bank has already solved similar technical challenges by introducing offline digital yuan wallets that allow payments even without an internet connection. Russia has not yet introduced a similar move, but can take inspiration from China in finding alternative solutions to increase the availability and convenience of using digital currencies.


The future of the digital ruble

According to Voylukov, the digital ruble is most likely to be attractive to users who are already used to QR codes and digital payment technologies. Even so, the question remains how Russia will cope with these technical and user challenges and whether digital currency will actually make its way into the everyday lives of the population.
